Observe the child when he needs a tissue (usually a common occurrence with little ones).
The adult requests that the child throw the tissue in the trash.
The child knows where the trash is and can deposit trash.
Include tissues, diapers, washcloths, etc. in dramatic play to encourage practice of daily life skills on dolls. Remind the child to take care of his own needs, by offering the necessary materials, such as tissues, washcloths without telling the child what to do. Just handing the child a tissue tells the child the need, but gives the child the independence to follow through.
