Observe the child in ball play with an adult or sibling.
Place the ball on the floor and ask the child to kick it to you.
The child kicks a stationary ball by walking into it. The ball moves in the general direction of the target, but may not reach it.
Encourage parents to engage in ball play with the child and siblings. Explain that the child needs for the ball to be stationary for kicking, as the child is not yet coordinated enough to chase and kick a moving ball. The child is gaining strength so the ball is thrown and kicked further. Keep moving the target a little further away, to encourage using more force.
